Reference layers uploaded to the Global Fishing Watch come in tiles that form up to create a full version visible in the map. As such, we do not have the full geographical context available to center the map on content (as we can with vessel tracks and activity layers).

Most stakeholders will also be aware of the geographical context of the layers they are uploading, and so can move the map to the relevant location to view the layer.

Updating this would require significant work on ingestion processes and API endpoints, and for that reason we're unable to complete at this stage.
